This May, Xpedition Lifeline will serve as part of a trusted peer-support network working in tandem with Mutts With A Mission in support of 2026 National Police Week in Washington, DC. Through these established relationships, our team is invited to support the mission in ways that extend beyond simply attending public events.
This includes opportunities to welcome Gold Star families as they arrive in D.C. and offer compassionate presence during some of the most emotional moments of the week. Your support helps ensure that when families gather to remember their fallen heroes, we are there to bring encouragement, compassion, and hope to those who deserve it most.

We offer faith-based encouragement through prayer and hope-centered support, and we connect individuals and families navigating trauma, high anxiety, or grief to trusted, vetted organizations that can provide the critical resources they need to move forward. As a registered 501(c)(3) nonprofit organization, our mission is carried out through a Christ-centered foundation while remaining committed to serving all individuals with dignity, compassion, and respect.

Meet Our Team

After serving as a United States Marine during Operations Iraqi Freedom and Enduring Freedom, Franqui continued his commitment to the military community through roles in family readiness and crisis support. He worked closely with Marine Corps families and later served within Naval Special Warfare as a Warrior and Family Support Coordinator—positions that placed him alongside service members and families during some of their most difficult moments.
Through these experiences, Franqui witnessed firsthand the unseen battles carried by service members, veterans, first responders, and their families long after the mission ends. Those moments became the catalyst for everything that followed.
Xpedition Lifeline, a 501(c)(3) nonprofit, was founded by Franqui and his wife, Promise, out of those lived experiences. As a military spouse, she brings firsthand understanding of deployments, constant transitions, and the quiet strength required of families who stand behind those in uniform. Together, they built Xpedition Lifeline to serve a community they both know deeply.
Their mission is also personal. They are the parents of a U.S. Air Force veteran who served in intelligence, and their youngest son serves locally as a volunteer EMT. These close ties to both the military and first responder communities continue to shape their perspective and drive their work.
Rooted in faith and lived experience, Franqui combines real-world insight with formal training. He holds a degree in Leadership and Organization with a Christian Perspective from Regent University, equipping him to lead with clarity and purpose.
His ongoing service reflects that same foundation. He remains actively involved in ministry through praise and worship and contributes his time in support of organizations such as Mutts With A Mission—further strengthening the integration of faith, service, and the use of highly skilled Facility Dogs within Xpedition Lifeline’s mission.
Through direct outreach, trusted partnerships, and the support of their Facility Dogs, Scout and Hattie, their mission is clear: ensure that those who serve others never face life’s hardest moments alone.

Promise Franqui is Co-Founder and Joint Executive Director of Xpedition Lifeline, a 501(c)(3) nonprofit dedicated to supporting military members, veterans, first responders, and their families through crisis response, compassionate presence, and connection to trusted resources.
Her leadership is built on firsthand, on-the-ground experience, not theory.
As a military spouse during Operations Iraqi Freedom and Enduring Freedom, she supported her family through the realities of deployment, gaining a deep understanding of the pressures placed on service families. That experience became the foundation for her continued work directly alongside military and first responder communities.
Promise has served in crisis environments, supporting families navigating loss, trauma, and tragedy - including line-of-duty deaths and suicide-related incidents. She has been present in the immediate aftermath of critical events, providing calm, faith-centered support and emotional stabilization when it is needed most.
She has also served in family-support roles within the Marine Corps (HMM-774) and the Naval Special Warfare community, consistently supporting families operating under high-stress conditions.
In addition to her field experience, Promise graduated summa cum laude with Honors from Liberty University, earning a undergraduate degree in Psychology focusing on Military Resilience and Crisis Counseling - equipping her with both academic training and practical application in crisis care.
Her commitment to service extends into her own family. She is the mother of a U.S. Air Force veteran who served in the intelligence field, and her youngest son currently serves as a volunteer EMT - further strengthening her connection to those who serve.
She also serves in ministry through praise and worship and pastoral care, with a focus on encouraging military families. Additionally, she volunteers with Mutts With A Mission, and helped train a Facility Dog - work that now directly supports Xpedition Lifeline through Scout and Hattie.
Promise’s work is defined by action. She does not operate from a distance - she shows up, stands alongside families, and provides steady, faith-driven support in their most difficult moments.

Hi, we’re Scout and Hattie – Facility Dog Graduates of Mutts With A Mission, a 501(c)(3) non-profit organization accredited by Assistance Dogs International.
Our full-time assignment is serving alongside Special Operations Forces. We’re trained to support the men and women who carry some of the toughest burdens in silence. That’s our day job and we take it seriously. As Facility Dogs, we aim to break down barriers, "facilitate" conversations, and reduce stigmas that prevent active duty and veterans from accepting valuable assistance during times of great stress, hardship, and trauma.
But when we’re off duty, we switch gears.
We become integral assets to our handlers, Eriberto and Promise Franqui, as our 501(c)(3) nonprofit organization - Xpedition Lifeline - serves military, veteran, and first responder communities who are going through extreme challenges.
We may not talk but we see everything — the stress, the grief, the heaviness — and that’s when we lean in. As part of our “mission,” we lovingly offer supportive comfort and quiet solitude through the warmth of doggy kisses, wagging tails, and affectionate snuggles.
A quiet nudge, a soft head on a knee, or the calming effect of just sitting close can do more than most people realize and, as a result, individuals affected by hard times feel encouraged to share of their grief, fears, and anxieties in an atmosphere of safety and solace.

What is a Facility Dog?
A Facility Dog is a specially trained working dog that operates alongside a qualified peer support professional working in a high-stress environment prone to traumatic experiences.
At Mutts With A Mission, a 501(c)(3) non-profit organization accredited by Assistance Dogs International, Facility Dogs undergo the same rigorous two-year training program designed for Service Dogs. Facility Dogs additionally learn to perform specific, skilled tasks developed to decrease anxiety response, increase resiliency, and facilitate conversations within a command or department setting.
Once placed with a certified handler operating in a demanding work environment, Facility Dogs serve as emotional breaching tools, helping to dismantle the barriers to improving mental and physical health and fostering trust, empathetic communication, and healing.
